Inside the rotunda facing the entrance, or from the portico. Indoors, ticketed and crowded; the Ministry holds events every 21 April.

That the effect is intentional is an academic hypothesis, not an established fact. By geometry it repeats around 21 August, when the noon sun is back at the same height.
